General information for current and potential Electrical Inspectors

A license may be issued or renewed subject to any conditions that Energy Safe Victoria (ESV) thinks fit, including a condition that it applies to only one class of electrical work. The license continues, unless sooner suspended, cancelled or surrendered, for a period of up to 5 years specified in the license commencing on the date of the issue of the license or the renewal of the license.

 

What Type of License is an Electrical Inspector's License?

 

This license may be issued to an applicant for the purpose of inspecting electrical installation work. The electrical installation work may be one of several classes of prescribed electrical installation work or for non-prescribed electrical installation work. The license also gives credibility for assessing electrical installations for safety in addition to inspections carried out to regulatory requirements.

How Do Licenses Differ?

 

The holder of a license is permitted only to inspect electrical wiring related to the class or classes endorsed on the license.

What is Required to Obtain an Electrical Inspector's License?

 

All applicants must be able to produce evidence that they have the qualifications, experience, competency and proficiency for the relevant class of license.

Why Do I Have to Have a License?

 

The licensing requirements of the Electricity Safety Act 1998 and the Electricity Safety Registration and Licensing Regulations 2010, have been designed to provide for inspection of prescribed electrical wiring work by a licensed electrical inspector with the relevant class of license.

 

A licensed electrical inspector may be requested to carry out audit inspections on behalf of the ESV.

For an applicant to prove that they have the required competencies for the relevant class of Electrical Inspector's License they maybe required to successfully complete an assessment conducted by a body approved by the ESV (currently EPIC ITB).

Can I Inspect Electrical Installation Work I Have Carried Out?

 

A licensed electrical inspector must not inspect prescribed electrical installation work if they were involved with the installation of that work, or if they are a registered electrical contractor engaged to carry out the work.

What are my Legal Responsibilities Under the Legislation and Regulations?

 

This license allows an inspector to carry out inspections of electrical work as permitted by the class endorsement issued, including disconnecting and reconnecting for testing purposes. This disconnection/reconnection activity is not considered to be carrying out electrical installation work and, as such, no Certificates of Electrical Safety are required when carrying out electrical inspection work under these circumstances

What Penalties Apply If I Don't Comply?


The Act provides for penalties ranging up to $1000 for non-compliance, such as:

  • failure to give a certificate of inspection
  • signing a certificate for work that does not comply with the Act or regulations.

What is a G Class Electrical Inspector?

Characteristics of a G Class Electrical Inspector's Work

 

A 'G Class' Electrical Inspector:

  • has a detailed understanding of safety in electrical installations
  • has knowledge of testing methods for electrical installations
  • is familiar with the requirements of these Regulations for low voltage electrical installations.


Prerequisites to sit for the G Class Examination


Typically, candidates with the following qualifications will be eligible to sit for the G Class Assessment:

  • holder of a current Electrician's License (A Class) for 5 years.

Note: candidates with other qualifications and/or experience should contact ESV to confirm their eligibility and discuss the requirements of the examination.

How Do I Obtain this License?

 

  • As part of the Certificate IV Electrical Inspection (state accredited) training EPIC ITB provides the three part G Class assessment. The three separate assessments, sat at three different times being:

Safe Approach Assessment - 1 hour

The Safe Approach involves the inspecting and testing of electricity supply for construction purpose. This assessment is now controlled by ESV. You can email your request to sit this assessment to: mleahy@esv.vic.gov.au

 

 

G Class Theory Assessment  - 2 hours
The theory tests a broad range of knowledge.


G Class Practical Assessment  - 2 hours
A practical test in two parts: the second part incorporating inspecting and testing of a commercial/industrial installation.

  • Any candidate who completed training prior to July 1st 2007 (before the release of the new G Class assessment) may have the option to sit the old G Class assessment. This assessment is carried out over one full day and involves a theory, practical and safe approach.
  • Submit a completed application form for the assessment, evidence of your eligibility to sit the assessment (see prerequisites above) and payment of the appropriate fee to EPIC ITB.
  • On successfully passing the assessments, submit your assessment results, any additional competency requirements as might be required by ESV and a fee of $170 to the Licensing Section, ESV.

Characteristics of an H Class Electrical Inspector's Work

An 'H Class' Electrical Inspector:

  1. has a detailed understanding of safety in electrical installations in hazardous areas

  2. has knowledge of testing methods in hazardous areas and for electrical equipment associated with the protection of hazardous areas

  3. is familiar with the requirements of these Regulations for electrical installations in hazardous areas and electrical equipment associated with the protection of hazardous areas.

Prerequisites to sit for the H Class Examination
Typically, candidates with the following qualifications will be eligible to sit for the H Class Assessment:

  1. holder of a current Electrician's License (A Class or equivalent) OR

  2. an engineer with relevant electrical experience and qualifications recognised within Australia.

 

How Do I Obtain this License??

  1. Submit a completed application form (see below), evidence of your eligibility to sit the assessment (see prerequisites above) and a fee of $500 to EPIC.

  2. On successfully passing the assessment, submit your assessment results, any additional competency requirements as might be required by ESV and a fee of $170 to the Licensing Section, ESV.

Renewal Fee
The fee for renewal of a license is $170 for a renewal period of up to one year.
